Today's information infrastructure is a global complex system of great numbers of locally interacting components, too complicated and dynamic for centralized hierarchical control. To operate competently in it, one must engineer systems able to adapt to constant environmental uncertainty and to the failure or replacement of their components, without direct human intervention. ESOA pursues the principle of self-organizing local-to-global emergence: rich and complex global properties emerging from purely local interactions.
