Ethical Simulation of Urban Mobility in Bologna’s Digital Twin

Digital twins are increasingly used in smart city planning to simulate the effects of urban policy inter- ventions. This project investigates the ethical implications of various mobility policies simulated within Bologna’s digital twin. We divide the city into zones based on statistical and administrative boundaries, assigning each area socio-demographic indicators such as gender distribution, economic vulnerability, and access to public infrastructure. We then simulate different mobility scenarios—including expanded pub- lic transit, bike lane prioritization, and car-restricted zones—to analyze their differential effects. Using AI ethics frameworks, we evaluate these scenarios in terms of fairness, transparency, and inclusiveness, aiming to propose mobility policies that are both effective and equitable.
