EcoShield-MAS is a lightweight hybrid intelligent system for coordinating Scout and Fighter unmanned aerial vehicles in a discrete forest-fire environment. The system combines a collaborative Belief-Desire-Intention (BDI) loop, Prolog-style declarative policy guardrails, and STRIPS-inspired logistics planning. Fire evolves through a wind-influenced cellular automaton, while environmental policy prohibits chemical action in protected habitat and under high-wind conditions. A Streamlit dashboard exposes the operational map, agent cognition, policy proofs, and causal event traces. Four deterministic experiments evaluate baseline response, high-wind safety, protected-zone safety, and low-resource return-to-base planning. The final traces confirm 26 extinguishing actions in the baseline mission, correct blocking of all tested unsafe chemical actions, and successful STRIPS return with full resource restoration at tick 13.
